A phrase that Mark Kermode uses when a character in a film is so out of sync with the rest of the action of the film that it's highly probable that the writer had intended them to be a part of a different film altogether, but kept them in for reasons unknown. Examples of actors who have been "parachuted in" include Stephen Merchant in I Give It A Year and Miranda Hart in Spy. Queen Latifah's whole part in The Dilemna also counts.
